The question as to British Merchants being allowed to erect temporary Warehouses on the large Island of Chusan - which is now occupied by Her Majesty's Forces - is obviously of a purely political nature. It was therefore necessarily referred to me by Sir Saltoun and I deemed it right to acquaint Lord Aberdeen with my decision upon it but - as at present informed - cannot see the connection it has with any duties that devolve on me through Your Lordship's Commands, and should Her Majesty's Government have any such intention as placing it under the Colonial Department it is desirable that I should be explicitly instructed.
